The Priority Country Area Program (PCAP) is a community-based rural education program, jointly administered by Education Queensland and the Catholic Education Commission. Funds are targeted to students in government and non-government schools to improve learning outcomes by providing educational, social, and cultural opportunities which are normally difficulty to access in rural and remote areas.

About PCAP

PCAP supports projects in geographically isolated areas of Queensland which are culturally and demographically diverse. Schools are designated into four prescribed areas; Northern; North West; Central; and South West. The four areas are based on Local Government Shire boundaries.

Funds directed to the two educational systems are pooled and managed through a three tiered structure consisting of:

  • PCAP State Council: which has the capacity to develop and implement state-wide projects; oversees the operation of the program across the state; and disburses funding to each of the four PCAP Areas;

  • Area Management Committees: which have the capacity to develop and implement area-wide projects; identify the needs of students and determine funding priorities within the four PCAP regions; and

  • Local Area Committees: which develop and fund local initiatives within clusters of schools.

PCAP Review

PCAP is currently undergoing an external review. The funding will remain based on the Quadrennial Administrative Guidelines 2009-2012 provided to the Queensland Catholic Education Commission by the Department of Education, Employment and Workplace Relations (DEEWR) pending the outcome of the review.

The consultation phase of the review has been completed. The PCAP Review Consultation Report contains a summary of the consultation phase of the Review of PCAP.

Until the review is finalised Northern PCAP will operate within the old North Queensland shires of Bowen, Dalrymple, Etheridge, Mareeba Herberton, Croydon, Carpentaria, Burke, Mornington, Cook, Aurukun and Torres.

Northern Priority Country Area Program is managed by a two tiered committee structure.

The Northern PCAP Area Committee will foster a positive and collaborative spirit, sharing a common vision of quality educational outcomes for  geographically isolated students.

Northern PCAP recognizes the local community as an essential element in the Program achieving an improvement in the educational opportunities and outcomes for rural and isolated students.
