Goal:
Co-ordinate the effective and efficient management of Northern PCAP in the areas of
policy, procedures and accountability. |
Strategies:
Ensure open and responsive communication between
Area Management Committee, Local PCAP Committee, State Management Committee and adviser
systems.
Accountability through monitoring of educational,
financial and management practices of the Program

Leadership
|
Goal:
Recognize and assist in the development of skills and understanding of leadership and
related responsibilities of committee members; and to develop and maintain the identified
area focus. |
Strategies
Establish a process for the identification and implementation of an
area focus across the funding period.
Incorporate a skilling component in the agenda of area management
meetings
Plan Area Management so that good leadership practices are modelled
Celebrate, promote and publicize good practice, recognize and encourage
group and individual achievements..

Support
|
Goal:
Facilitate networking and to provide information, training, research, co-ordination
and advocacy based on identified needs.
Strategies:
Training and Coordination: Inservice. Workshops and Annual Strategic
Planning Meeting.
Information: Identifying of funding and support sources and
dissemination of ideas, initiatives and exemplars.
- Sharing: Good Practices and Lessons from failures.

Local PCAP Committee
Management Responsibility |
Local PCAP
Management Committees support the operation of the Program in nine school community
clusters throughout the Northern PCAP area. Typically the PCAP clusters are formed around
schools communities in a reasonably close environment.
The nine Local PCAP Committees, each comprising four community members and
four educator members, have funding control over 84% of the Northern PCAP budget and have
the responsibility of managing the Program at the local level by the: |
Identification, development, monitoring
and evaluation of projects.
Allocation of funds, coordination and
supervision of the local operation of the Program.
Encouragement of community involvement in
the Program.
Dissemination of information to the local
community and to the Area committee.
Promotion of friendly and open
consultation between school communities.
Each Local PCAP Cluster is represented by a
community member on the Area Management Committee.

Management Goals:
Students the focus of all projects.
Support the development of projects offering
increased opportunities for social, cultural, and educational experiences for the client
group.
Promotion and encouragement of students,
parents, teachers, administrators and other programs' participation in the development of
projects directed towards achieving improved learning outcomes for students.
Actively encourage community participation
in decision making at all levels i.e., identification of needs, planning, implementation
and evaluation.
Establishing Local PCAP Committees as a
strong force in supporting Social Justice in Education to overcome barriers preventing
students from participating fully in education.
